When it comes to politics and government in Sandy Oaks, look at who benefits the most to learn who the king is.
On the chess board, the king lines up behind the pawns. A smart player makes sure the first few moves of the game ensures that the king remains behind the scenes as much as possible. Pieces are then sacrificed to keep the king safe.
So in the City of Sandy Oaks, who exactly is the King, and who are the pawns?
Martinez de Vara behind creation of Sandy Oaks
Martinez de Vara was behind CISO. Without a doubt, CISO would never have been successful with the incorporation process of the city. We now have 6 months of proof of Jim Clement’s lack of managerial and leadership skills, including an illegal amount of sales tax, an illegal election, and an illegal tampering of government documents. CISO would not have done the paperwork and would not have stayed on task through the process if it hadn’t been for Martinez de Vara.
Shortly before incorporation, Martinez de Vara told TPR that property taxes would have to be high if the area became a city. But since he doesn’t actually live in the city, he never had to worry about his own pocket book. Incorporation effected thousands of other people’s pocket books and in return Martinez de Vara received high-fives from politicians.
It’s true that Martinez de Vara helped CISO do an analysis on how to run the city on property tax. He also has never showed that to the public, not even to the potential voters before incorporation.
Sandy Oaks was a notch on Martinez de Vara’s political belt.
Martinez de Vara is behind SOPAC
SOPAC wouldn’t have been created without the knowledge of Art Martinez de Vara. Of the members within SOPAC, not 1 of them had ever been apart of a Political Action Committee before. Martinez de Vara already had experience setting up and running a PAC, he did the same thing in Von Ormy with the Von Ormy PAC. In fact, the legal address for SOPAC is in Von Ormy, at Martinez de Vara’s law office.
Martinez de Vara also has experience in using newspaper media to disseminate information that benefits his own personal ambitions. He uses the Von Ormy Star in major election years to make money from politicians running for office. He did the same exact thing in Sandy Oaks, again making money off of incorporation, when he started the Sandy Oaks Chronicle.
The fact that Martinez de Vara is behind SOPAC is evident in what was published in the very first issue of the Chronicle: a 2 page spread of SOPAC members including their bio’s and political platforms. Included was a statement saying all candidates for office had been invited to participate but that the others hadn’t responded. The other non-SOPAC candidate never responded because they had never been contacted.
Martinez de Vara lied to an entire community to get SOPAC members into office. The same people who hired Martinez de Vara as City Attorney.
Martinez de Vara is behind WPPOA
On January 15, 2015 Jim Clement, acting as WPPOA president, held an illegal election on new by laws. According to Clement, those who did not participate in the vote were going to be automatically counted as voting “yes.” Art Martinez de Vara was behind the issue, even if he didn’t seem directly involved at the actual meeting.
It was Martinez de Vara who was the WPPOA attorney and brokered a Memorandum of Understanding with the Waterwood Development Company in mid-2014. The understanding was that the developer would be pulling out of the community and the WPPOA would be taking over responsibilities. At the time, there was no evidence that Clement, and others claiming to be board members, had actual legal authority to do such a thing and was actually the WPPOA president. Of course it didn’t really matter to Martinez de Vara, because he personally was going to get money out of the deal when Clement would appoint him City Attorney. Which, he did so before the first City Council meeting ever took place.
The connection between Martinez de Vara and the illegal POA vote is very simple. Martinez de Vara is the Mayor of Von Ormy, where the City Attorney is Wood Wilson. Wilson is a member of the Sanches and Wilson law firm. Alex Tovar, the WPPOA attorney at the illegal WPPOA vote who had created all the legal documents, works for the Sanches and Wilson law firm.
City Council, the Pawns of Martinez de Vara
You can’t have a king without pawns. Obviously, the pawns are the City Council members.
Not only does each and every City Council member rely on Martinez de Vara’s legal advice, they regularly rely on his advice on how to run a city. This is even after they learned he had submitted documents to the county that had been changed in secret without most of their knowledge or consent.
City Council members are more than willing to listen to a man who commits fraud because they are his pawns and he is their king. In fact, going to a City Council meeting is more like going to a live Muppet show because of how Martinez de Vara’s puppets act.
Pawns Protect the King: The reason Martinez de Vara is here
Most people who know how to play chess will tell you that, besides the king, the queen is the most important piece in the game. They’re wrong. The most important set of pieces are the pawns. From the very beginning of the game, the pawns protect and defend the king from being attacked.
The reason Martinez de Vara is still here, even after all the secrecy, lying, and inaccurate information, is because good pawns protect their king. The City Council protects Martinez de Vara because they have chosen to rely on him. CISO brought MDV here. But the CC keeps him here.
Others may not see themselves as pawns. Maybe they think they rank higher than the other pawns. But no one ranks higher than Art Martinez de Vara, who is behind every move made.
The thing is, Martinez de Vara won’t take the damage when things go wrong, the City Council will.
