At the city council meeting yesterday all council members had a manila envelope which Jim Clement had delivered to them. Inside was a packet organized for them by Linebager Goggan Blair & Sampson, LLP, a law firm that specializes in delinquent tax collection services, lien collection, and evictions.
The packet included a small booklet titled “City of Sandy Oaks, Statement of Qualifications to Provide Delinquent Tax Collection Services.” The booklet covers the services that Linebager Goggan Blair & Sampson, LLP provide and how they provide them.
Accompanying the booklet was a pre-typed city ordinance that had blank places to fill out for the ordinance number and the day it was passed, approved, and adopted. The title of the ordinance was “An ordinance of the City of Sandy Oaks, Texas, to provide for the imposition of an additional penalty on delinquent taxes in order to defray the costs of collection of same.”
Also included was an unsigned contract between the City of Sandy Oaks and Linebager Goggan Blair & Sampson, LLP. The title was “Contract for the collection of delinquent taxes.”
Linebager Goggan Blair & Sampson, LLP is the 2nd largest contributor to the Sandy Oaks Political Action Committee (SOPAC).
Of the 5 aldermen on the city council, 3 of them are SOPAC members, including Joel Ortega, Earnest Gay, and Douglas Tomasini. Mayor Jim Clement is also a member of SOPAC.
