On August 13, 2015, the Sandy Oaks City Council held a meeting 8 miles outside of the city limits. The location of the meeting was the Braunig Lake RV Resort near the I37 and Southton Road intersection.
The resort was the first location to have a City Council meeting besides the WPPOA clubhouse located in the city limits of Sandy Oaks.
At the last City Council meeting on July 9th, the City Council had to conduct its meeting on the porch of the WPPOA clubhouse because the inside was filled with mold. One meeting attendant said the inside walls were so bad they were black.
At the July 9th meeting, Mayor Pro Tem Earnest Gay spoke of possible locations to use in the future. The City Attorney, Casandra Ortiz, told him he couldn’t discuss the topic because it wasn’t on the meeting’s agenda, but Gay continued to discuss it anyway. He mentioned the possibility of having a meeting at either the Braunig Lake RV Resort, or a Baptist church, both outside of the Sandy Oaks city limits.
The Texas Open Meetings Act, which lays out the legal requirements of government meetings, says meetings must be accessible to the public. None of the City Council members at the August 13th meeting stated why they thought the meeting would be considered accessible.
