Since the transfer of maintenance responsibilities transferred from the Waterwood Development Company to the WPPOA, the Waterwood community has had an increase in signs that have stayed posted at intersections and on poles throughout the neighborhood. Jim Clement, who claims to be the WPPOA president, did not retain any of the Waterwood Development Company’s workers that regularly removed signs.
On July 16, 2015, 2 men were witnessed by Sandy Oaks News getting out of a car in the Dollar General parking lot with signs similar to those posted throughout the community. The men proceeded to post signs at the Priest and Mathis intersection and on a utility pole nearby.
When asked about the signs, one of the men said they worked for Titan Factory Direct. He said the company could post the signs because the area was outside of the city limits and San Antonio’s laws didn’t apply. When he was informed that the area was within the City of Sandy Oaks, he demanded to be shown a city ordinance that said posting signs was not allowed.
The Titan Factory Direct employee refused to give his name before quickly getting in his car and driving away.
